NOTICE OF PUBLIC HEARING FOR TORREY WATER USERS. A public hearing was held to discuss proposed changes to the Torrey water rate schedule. Public comment was invited. May 11, 2023, at 6:30PM At the Torrey Town Pavilion. Public notice was published in The Wayne and Garfield County Insider on April 27 and May 4, 2023
Welcome: Mayor Wright, 6:34 PM
Mayor Wright explained the status of the Torrey water system and clarified the number of connections issued annually. He also spoke about the impact fees that Torrey may charge.
The Town Council has received some letters regarding the water rate change will be available to be read and will be part of the record.
Public Comment:
Beth Bogadahl – sent a letter to the council and is concerned about how the residential water average usage statistics were determined with having both full time and part time residents. She questioned the process of determining the average usage. She also questioned the amount of overflow that occurs and how it is measured. The council explained the process.
Dave Love –Pointed out that the sprinklers in front of the pavilion need to be changed and adjusted. Dave also suggested the town create a xeriscape for the front of the pavilion as an example of water conservation.
Janet Hansen – Expressed hope that the council will take into consideration the thoughts expressed by the residents in determining the water rates.
Vanetta Brinkerhoff- Doesn’t agree to having a well dug. She also said not to worry about the new folks moving in, but take care of those here now.
Mayor Wright explained state law regarding water sources, water connections and town growth.
Pat Kearney summarized the next steps of the Council and the ERU accounting as to residential, commercial and fire department use. A discussion followed about the number of ERUs requested by Commercial entities.
Mayor Wright – Thanked the residents for their comments both written and spoken. He explained the availability of the new Water Master Plan. It will be available online and in the town office. The Mayor added that the new springs above Torrey are not included in the figures given tonight.
Nancy Sinclair – Asked if the written comments from residents are available for others to read.
Pat Kearney made a motion to adjourn the public hearing. Jordan seconded the motion. All council members voted in favor.
