Notice is hereby given that the Mayor and Members of Town Council will hold a work meeting on Monday the 6 th day of February at 1:30 pm at the Torrey Town Pavilion located at 75 E 100 No. Note the agenda may be accelerated or line items may be discussed in any order. The agenda shall be as follows:

Discussion and review of Water Master Plan & Road Maintenance Master Plan – Kelly Chappell, Ensign Engineering
Kelley began the discussion about roads. Ensign Engineering completed the assessment of all roads in Torrey. The assessment included Pavement Condition Index (PCI), a numerical value to the condition of the pavement.
Three road repair and maintenance options were presented by Kelly. Discussion then began of options in type of construction most appropriate for the Center St. bridge. The span is approximately 80 feet and 32’ wide. Recommendations is to replace the current bridge with a steel girder bridge.
A discussion was held regarding phasing the project to fit the funds available. And priorities were discussed along with grant funding opportunities. .
Kelley remarked that he will create a report to accompany request for funding proposals. He will explore other funding sources.
Juniper Drive:
Drainage issues were discussed on Juniper Dr. Options to control the drainage on Juniper Drive was discussed. The option of culverts was discussed to channel the water.
Water:
Kelley gave a water master plan update including water use data. A discussion was held regarding the residential usage of water and State reporting requirements.
A discussion was held regarding the current rate structure for water usage billing. The discussion included encouraging water conservation efforts in Torrey.
The Town Council will meet again March 6, 1:30 pm at the pavilion. Kelly will have the road plan further detailed and additional water plan will be discussed.

Pat made a motion to adjourn at 3:04PM. Jordan seconded, and the motion passes unanimously.
