Notice is hereby given that the Mayor and Members of Town Council will hold the Regular Town Council Meeting.  The meeting will be held on Thursday the 13th day of FEBRUARY 2025 at 6:30 pm at the Torrey Town Office, Bay 1 located at 75 E 100 N.

Agenda item number 1 will be a public hearing to open and close the 2025 Torrey Budget.

Note the agenda may be accelerated or line items may be discussed in any order. The agenda shall be as follows:

Review & Approve Minutes of the Special Work Meeting/Executive Session on January 30, 2024

Jordan Made a motion to approve the minutes of the closed session and the open meeting Richard Braaten

Agenda Requests/Discussion:

Jay and Byron Williams request a water hookup at 100 S 300 W. water hookup

Had received a water hook up several years ago. Now ready to have a water hook up. Working with Jackson Escavation aand an engineer and their neighbor Matt Kay .  Dustin needs to inspect the well to terminate the well. Now they have a way to bring the culinary water to the property. Construction will begin in March. Dustin can install the meter in March when the ground is mo Pat made a motion to approve a single resident water hook up. Jordan seconded the motion and all approved.

Matt Kay requests a water hookup. Design is almost complete. Will get on the  Plannig and zoning for building permit. Single family residence. 200 West water line extensionto put the meterto the Wilson home. . Engineering Karl Rasmussen is the engineer. The old Hickman property. The meter will go on Sancreek road. Line will run about 225 feet to the property.

250 N 200W. The main water line is on the East side of the road. Will cross the road at the towns preferred place. Ging to stake it off in about a week.

With the communication of Town personal Jordan is ok with the . Jordan made  amotion for a water line to sand creek. Pat seconded th emotion and all approved.

Sandra Dale Jaworski requests a property split 332 North. She has 10 acres and wants to split off 3 acres on the east side. What is the process, Survey the property lined up and is listing to the Realtor. Take the survey to the county and then bring it to the town office to have the council for their signatures. Jordan made a motion to approve the divide. Pearl seconded the motion and all approved.

Colleen Dudleston– Short Term Rentals

Spoke about the ordinance development in the past and no real problems.

Issue 1 license fee of $225. TRT tax has shown to bring in money no additional crime or significant traffic. Consider mking the fee more fair.

Mayor’s Business:

                Review Mayor’s Report attached to the agenda.

Legislature in session. The first HB58 requires all municipality requires a building official whose job is ti resolve difference between mideating difference between home owner and builder. Must be certified as a contractor for 6 years. Likely the local towns will go in together to pay for the . this is proposed legislation.

Trans room tax. Service providers are county personnel. To increase the towns percentage we would go back and do interlocal for fire and police. Also the State is going to increase their percentage . Discussion about the impact level and size of the town.

Trt is significant funds.

Short term rentalHB656 all towns can require the business license be place on the websites VRBO and Airbnb. Discussion began about TRT and for enforcement

County Maintenance of the road up to the Tanks. Used to be with county so they can take it if the FS doesn’t want it. To be determined how far the county will go. Our current working agreement is that we clear the road when necessary. Our current agreement is with the Forest Service. More discussion to be had with the county. Pat county can vacate the road the next meeting

Sherriff, HB456 about interlocal

Commissioner Mayor meeting. Bicknell Is onboard with the building permit software State legislation a town may start requiring a town report data about building permits . Discussion about additional members joining for the software.

Utah League and projects of Cities and towns presentation of a tool for a 5 year plan. A capitol Management tool for growth. Transparency is always the best way. Smail incremental changes.

Grants, sill working on sand creek bridge.

BRIC Grant has been delayed.

New gran to do CCAW

Brock has written a water resolution not ready for Feb.

Town Business:

                R6 Annual Report – Brock Jackson

Handed out a brochure about the R6 programs. Services such as Housing sErvices, Aging services,

Veterns programs, economic development, community advisors.

R6Regional Council is the new name from 6 counties  

Contact Brock about the search for codifiers.

                Christmas Nativity Scene

Pat doesn’t think the town should replace the Nativity. More appropriate for a donation. Fund raising on personal time.

Water Fee Resolution convert to Ordinance the solution was turned into an ordinance, Pearl made a motion to convert the resolution to an ordinance.  Jordan seconded the motion

                Schedule a Public Hearing to discuss the Short-Term Rental Moratorium Resolution Public hearing will be held on March 13. Pat made a motion to have a public hearing at the march meeting, 6:30PM. Jordan seconded and all voted in favor.

Discuss Building Permit Software and take appropriate action.

Review and take appropriate action on Farmers Market MOU: WE discussed at the January meeting. It has bee signed and adopted .

Review event planner pay structure . Carrie does not want to do apple days and so Malinda will be paid for her work. Carriee will still be paid for the hoedown and Easter party.

500 easter and hoedown, 1,500 for Apple days.  Mickey will speak with Carrie and Malinda.

Approve the purchase building permit software Civic Review in conjunction with Bicknell Torrey:

  • $2700 subscription fee, this is one half of the annual subscription
  • $1200 one-time setup has been waved.
  • Total cost for Torrey $2700

Pat asks if others join they should be paying /reimbursing Torrey and Bicknell. Pat agrees a close collaboration with Bicknell. Agreement written out.

Pearl made the motion to accept the software with the stipulation pat seconded’

Research municipal elections

Financial Report Colleen Dudleston;

The January 2024 financial reports 

Heads up from Utah state division of finance. They paid us twice. Duplicated. The want $49.776 $17,126 we now owe the funds back. We will pay the entire amount as son as possible.

Highway tax 1,200, ………  1310 TRT telecommunications 372. BNC road tax $4,200.

Pat asked a few questions and made a motion to accept the report and pay the bills. Jordan seconded the motion.

Council Reports:

Pat Kearney: Pioneer Cemetery, Cemetery, Trees & Office

News- Pat is working on a cemetery grant to improve the software we use.

Needs preservation of the headstones.

Looking at the tree trimming needs. A huge tree leaning into a carport.

Jorda mentioned that there are some trash trees on Center St. The trees are on torrey town property. One resume has been received for the Treasurer position.

Richard Braaten: Roads. 325 north more complaints about the large gravel rocks.

Looked into loa builders to rent a skid loader and other equipment and it is socostly. May still agree to use Bicknells. A previous agreement included a street sweeper.

In Spring so patching will be planned.

Jordan Pace: Water.

Speed bump discussion. Dustin is looking at spring to repair the speed bump.

Splash pad- Jordan wis working withBrock to submit a couple grants.

Carrie is leaving P and z. Last meeting they reviewed Ordinance 9.

March 6 at 6:00 will be the Feb meeting.

Pearl Thorndal-Stewart: Park, Pavilion, Post Office, & Town Events

April 19th Easter Egg Hunt.

Pavillion has been cleaned. The bathrooms were distressing to Camille.

Dustin has placed door plates so that it can’t be broken into. The bolts were stripped on the toilet. The bathroom was really a mess.

Karen needs a report about the Papvilion and bathrooms from Camille after each party.

Maintenance Report: Dustin Oyler,

Start burning ditches in a couple weeks. Looking for volunteers.

Spoke to contractors about walking paths, need the length 1.5 miles to CCAW and .5 miles in town. One contractor is interested. Will provide more information to the contractor.

Pearl made a Motion to order “yourfor speed” display signs. Pat seconded the motion and all voted in favor.

Planning and Zoning: Sue Fritzke

Aram Kyababehyan Mayor is putting a letter together for aram letting him know of the special conditions.

Old Business: Brock has water resolution found the 1995 creation of the water district.

Want to save the bridge in hanksville to use for a walking path to Cspition Reef.

Juniper drive is a private road. According to the annexation agreement. The town will vacate the road.

Subdivision ordinance

Review resolutions for ERUs and Water

3 open licenses have Justin weigh in on how to select license owners.

Capitol pro

Work meeting to revisit our previous executive session.

Moratorium for public hearing . Juniper drive don. Water  not done. Town needs to maintain the water meters on Juniper drive.
